Thomas/Wright,
Inc., serving as the prime consultant, completed the conceptual level
design and site selection process for a transfer/recycling station to
replace the Vashon Island Landfill which closed in 1999. Project work
included preparing several design concepts, evaluating five potential
sites, working closely with the King County Solid Waste Division Work Team
to establish operating criteria for the facility, and providing technical
support to the Division at public meetings and Citizen Advisory Committee
meetings. In response to neighborhood concerns, an evaluation of noise
impacts on adjacent properties was completed. A SEPA checklist was
prepared which included a traffic study and a noise study. T/WI prepared
the building permits and received approval for the Special Use Permit.
Thomas/Wright,
Inc. completed the plans and specifications for the transfer/recycling
station. The station is a shallow pit facility with a preload compaction
unit. Recyclables are baled and the recycling drop-off area has been
designed to be handicap accessible. On-site improvements included access
roads, water storage tanks and pumps for fire flow protection, an on-site
wastewater disposal system, stormwater facilities, a new fueling station,
a standby generator, and landscaping. The facility also includes a new
scalehouse and scales. The stormwater facilities include a two cell
detention pond, a three cell wet pond for water quality, a drainage swale,
outlet control structures, storm drain pipe, catch basins, and an
oil-water separator. Public art is integrated into the facility. A
Drainage Report was prepared to address the requirements of the King
County Surface Water Design Manual.
